Trailblazer Francine Jackson Dies, Leaving Lasting Legacy

The Cayman Islands is mourning the loss of National Hero Francine Jackson, GMM who passed away peacefully on Sunday, July 5, 2026. She was a pioneering figure in the country's history, remembered for her unwavering commitment to women's rights, public service and the advancement of Caymanian society.

Mrs Jackson was one of the renowned Phenomenal Four, alongside Birdell Jackson, Ethel Cook-Bodden and Laurel Watler, who stood as candidates in the landmark 1959 General Election. Their historic participation came shortly after women secured the right to vote and marked a turning point in the political and cultural development of the Cayman Islands.

In recognition of her groundbreaking role in the women's suffrage movement and her decades of dedicated community service, Mrs Jackson was designated a National Hero in 2025. Beyond her political legacy, she served for many years as a marriage officer and remained a passionate advocate for families and community life throughout her lifetime.

Mrs Jackson also played a vital role in preserving the history of the Caymanian women's suffrage movement. She spoke openly about both the challenges and the triumphs experienced by the women who fought for equal political rights, determined to educate younger generations about the sacrifices that helped shape the modern Cayman Islands. Her commitment to ensuring that this history was not forgotten earned her the admiration and respect of people across the country.

Parliamentarians have previously reflected in the House on Mrs Jackson's contribution, acknowledging the lasting impact of her work and noting that women serving in public office today owe a debt of gratitude to pioneers such as Mrs Jackson, whose courage and determination opened doors for future generations.

Tributes

Premier André Ebanks has led tributes to Mrs Jackson saying: “her life and legacy have touched countless families, strengthened our communities, and left a mark that will endure for generations to come. Even into her late nineties, she remained engaged with her community and with the affairs of her country, a testament to her enduring spirit."

He added: "On behalf of the Government and people of the Cayman Islands, our deepest condolences go out to Mrs Jackson's family and loved ones."

National mourning

As a mark of respect, all Cayman Islands flags will be flown at half-mast for three days from Monday, July 6. The Government says that details of the official funeral and the national mourning period will be announced in due course.

Francine Jackson leaves behind an enduring legacy as a suffragist, community leader, public servant and National Hero whose determination helped transform the Cayman Islands. Her life's work continues to inspire future generations to value equality, civic participation and service to country.
