Better governments for better lives: A road map for enhancing Civil Service Management in six Caribbean Countries
- Strengthening civil service agencies and the HR units at the ministries, departments, and agencies (MDAs) by ensuring the right political, technical, coordination, and budgetary capabilities;
- Moving toward integrated HRM systems to enhance workforce planning and improve the management of talent in the public sector;
- Strengthening career development, which is essential in the context of a permanent civil service; and
- Enhancing efficiency by implementing policies to contain the wage bill, understanding that to be sustainable they must be implemented gradually and that results are only achieved by being consistent over time.
