Westminster flies Cayman flag for Constitution Day

The Cayman Islands Government Office in the UK has highlighted last week’s Constitution Day reception at Speaker's House in London, sharing details of the event in a series of posts released this week.

The reflections provided a look back at the reception, which brought together parliamentarians from both the House of Commons and the House of Lords, as well as guests from across the political spectrum, to mark the Cayman Islands' constitutional heritage and its relationship with the United Kingdom.

Among the moments highlighted by the Government Office was the Cayman Islands flag flying in New Palace Yard outside the Palace of Westminster during the celebrations.

The office said the reception provided an opportunity to showcase aspects of Caymanian identity and history, including the Islands' democratic journey, maritime heritage, women's empowerment and the values associated with "CaymanKind".

The Cayman Islands Government Office thanked Speaker of the House of Commons Sir Lindsay Hoyle MP for hosting the reception, as well as Sarah Champion MP, Chair of the Cayman Islands All-Party Parliamentary Group (APPG), Edward Morello MP, Baroness Laing of Elderslie DBE and Shadow Foreign Secretary, Dame Priti Patel MP.

Commissioner of Police Kurt Walton also attended the reception while in London. The Government Office said he was attending a policing conference during his visit, although the specific conference has not been confirmed. This publication has contacted the Royal Cayman Islands Police Service (RCIPS) for clarification as to whether Commissioner Walton was attending the National LGBT+ Police Conference 2026, The Blue Light Show 2026 or another policing-related event and will update this article when a response is received.

The Government Office said it will continue its work to strengthen ties between the Cayman Islands and the United Kingdom, promote greater understanding of the territory and build partnerships across Parliament, government and other sectors.

Cayman Islands All-Party Parliamentary Group

The event also highlighted the role of the Cayman Islands APPG, which currently lists the Cayman Islands Government Office in the UK as its secretariat and the Cayman Islands Government Representative to the UK, Dr Tasha Ebanks Garcia, as its public enquiry contact.

APPGs are informal cross-party groups made up of Members of Parliament and peers who share an interest in a particular country, region, issue or sector. They are not part of Parliament's formal structure but provide a forum for parliamentarians to engage with organisations, experts and stakeholders, hold discussions and raise awareness of issues.

APPGs are normally supported by independent secretariats, which may be provided by parliamentary staff, charities, organisations or other permitted bodies.

Under Parliament's APPG rules, foreign governments are prohibited from providing or funding APPG secretariat services. Guidance issued by the Parliamentary Commissioner for Standards confirms that this restriction does not apply to the governments of British Overseas Territories or Crown Dependencies.

The Caymanian Journal’s review of current APPG records found no other British Overseas Territory group where the territory government is listed as providing the secretariat or serving as the public enquiry point in the same way as the Cayman Islands APPG.
