The 69th Commonwealth Parliamentary Conference, being held in Cape Town from 13 to 19 September 2026, was formally opened on 14 September. Its programme includes meetings for small parliaments, women parliamentarians and parliamentary clerks, alongside the Commonwealth Parliamentary Association’s General Assembly.

The Parliament of South Africa, which is hosting the conference with the CPA South Africa Branch, lists among the week's events the 42nd CPA Small Branches Conference, the 10th Commonwealth Women Parliamentarians (CWP) Conference and the 60th conference of the Society of Clerks-at-the-Table, alongside the CPA General Assembly, workshops and the 2026 Commonwealth Parliamentarian of the Year awards. The association, the CPA, said in a statement on 14 September that more than 500 parliamentarians, staff and decision-makers would attend.

Cayman is inside each of those strands. Its Parliament is a CPA Branch in the Caribbean, Americas and Atlantic region, listed in the association's directory; it is one of the 50 jurisdictions with populations under one million that the CPA classes as Small Branches; and on 6 March 2026 it launched a CWP Cayman Islands Branch at the House of Parliament, with Katherine Ebanks-Wilks MP, Minister for Health, Environment and Sustainability, identified in Parliament's release as a member of the region's CWP steering committee. A photograph of the formal opening ceremony on 14 September, released by the Parliament of the Republic of South Africa, shows Speaker Ezzard Miller MP and Kenneth Bryan MP among the delegates. The Caymanian Journal (TCJ) e-mailed the Parliament of the Cayman Islands on 14 September asking whether a Cayman delegation is attending, who is in it and in what roles, and whether Cayman is represented at the Small Branches Conference, the CWP Conference, the Society of Clerks-at-the-Table meeting and the General Assembly. Parliament's media office replied 16 September that a press release on the conference would be issued and that the remaining questions were being reviewed internally for approval.

What is on the table in Cape Town

The conference theme, as published by the host Parliament, is "Strengthening International Law and Parliamentary Democracy in a Changing World Order: Commonwealth Leadership". The General Assembly, made up of delegates to the conference, is the body that sets the CPA's annual membership fee, allocates Branches to regions and decides how many delegates each Branch may send, the CPA's governance page states. The CPA Small Branches network brings together legislatures from jurisdictions with populations of up to one million. Its chair, Valerie Woods, Speaker of the Belize House of Representatives, was elected in November 2024 for a three-year term. The Caribbean, Americas and Atlantic region’s seat on the network’s steering committee is held by Lanein Blanchette, Speaker of the National Assembly of St Kitts and Nevis.

The CPA Executive Committee, on which no Cayman member sits, met on 14 September and discussed "updates to the CPA's legal status, financial reporting and future activities", the CPA statement said. The region's three seats are held by Dessima Williams, President of the Senate of Grenada, Dennis Lister MP, Speaker of the Bermuda House of Assembly, and Juliet Holness MP, Speaker of Jamaica's House of Representatives.

Cayman's year in the association

Parliament's own releases show a run of CPA activity in the 12 months before Cape Town. Speaker Ezzard Miller MP led a delegation to the 47th regional conference in Nassau from 5 to 13 September 2025 that included Ms Ebanks-Wilks, Deputy Speaker Pearlina McGaw-Lumsden MP, Heather Bodden MP and Roy Tatum MP. Mr Miller presented there on the separation of powers, and Ms Ebanks-Wilks said afterwards that Cayman had "a seat at the table" on a new regional steering committee on recovery, resilience and climate change.

In May 2026 the Parliament hosted the 5th Commons and Overseas Territories Speakers' Conference in George Town, bringing Speakers and clerks from the UK and the Overseas Territories to Cayman from 26 to 29 May. In June, Kenneth Bryan MP and Mr Tatum attended the Commonwealth Association of Public Accounts Committees conference in Port of Spain on 9 and 10 June, where, Parliament's release states, members voted unanimously to transfer that association's secretariat to the CPA Headquarters Secretariat in London. The CPA's directory also records that in October 2023 the Parliament of the Cayman Islands assessed itself against the CPA's Recommended Benchmarks for Democratic Legislatures.

Cayman was represented at the 66th conference in Accra in 2023 by the then MP McKeeva Bush and Clerk Zena Merren-Chin. Parliament subsequently published a media release on its participation in the 67th conference in Sydney in 2024 and has also published a report on the 68th conference in Barbados in 2025. TCJ’s questions to Parliament on the cost of the Cape Town delegation, the budget funding it and the Branch’s CPA membership fees for 2025 and 2026 are among those Parliament said on 16 September it was reviewing internally.

The CPA General Assembly, the association’s highest decision-making body, is scheduled to meet at the Cape Town International Convention Centre on 17 September. The programme lists the closing dinner and Parliamentarian of the Year awards that evening, followed by an official tour day on 18 September and departures on 19 September.
