Cayman’s weather ‘national treasure’ calls time on 41-year career

When John Tibbetts began work as a weather observer in 1985, the Cayman Islands still relied on Jamaica for forecasts and severe-weather warnings and the local meteorological operation was primarily focused on aviation.

He retires at the end of August, 41 years later, from a standalone National Weather Service where forecasters work with Doppler radar, satellites, automatic weather stations, weather balloons and computer models, and where forecasting has become an integral part of national disaster planning. The director general is stepping down after a career that has spanned some of the most consequential hurricanes in Cayman's modern history and a transformation in how the islands observe, predict and communicate the weather.

Chief Meteorologist Kerry Powery will succeed him, taking up the director general post on 1 September.

"It has been an incredible privilege to serve the Cayman Islands for the past 41 years and to be part of the remarkable journey of the National Weather Service," Tibbetts said. "I have been fortunate to work alongside dedicated colleagues, regional and international partners, and to play a part in the transformation of the Service from a small aviation weather office into the organisation it is today."

From observer to director general

Tibbetts moved from observing weather to forecasting it, becoming an operational weather forecaster and later chief meteorologist. At the same time, Cayman began taking greater control of its own meteorological services. During the 1990s, the local operation received approval to produce its own forecasts and severe-weather warnings, ending roughly two decades of reliance on Jamaica.

An observing branch was established in Cayman Brac in 2003, extending the country's meteorological presence beyond Grand Cayman. Then, in 2010, the weather operation separated from the Department of Civil Aviation and became the standalone Cayman Islands National Weather Service. Four years later, following the retirement of Fred Sambula, Tibbetts became director general.

By then, the organisation he had joined as a young observer was becoming something substantially different: a national forecasting and warning agency whose work extended into aviation, marine conditions, public safety and disaster preparedness.

Four decades of hurricanes

Tibbetts' 41 years also encompass a formidable period of Caribbean hurricane history. He served through Hurricane Gilbert in 1988, Hurricane Mitch in 1998 and Hurricane Ivan in 2004. Ivan was the defining weather disaster for modern Cayman, passing close to Grand Cayman in September 2004 and bringing devastating winds, waves and storm surge and widespread destruction across the island.

The experience underscored how much could depend on meteorologists being able not only to track dangerous weather but to communicate what it could mean for the population. That role has only expanded since. By the time Hurricane Delta threatened Cayman in 2020, Tibbetts was briefing government at the highest level as director general. Delta developed and intensified rapidly and its changing track left authorities with a compressed period in which to prepare buildings and shelters.

Two years later, as another potentially severe system approached the islands, Tibbetts' team moved into 24-hour operations, launching weather balloons and taking continuous observations.

"The team is using all the tools at our disposal to monitor this developing system and we will continue to provide updates to the Cayman Islands public and issue warnings as needed," Tibbetts said at the time.

The phrase "all the tools at our disposal" illustrates how dramatically those tools had changed since he started.

From observations to Doppler radar

When Tibbetts entered meteorology, trained observers were fundamental to gathering and transmitting weather information. Human observation remains important, but today's forecasters have an array of technology that would have been unrecognisable in the aviation weather office of 1985. Automatic stations continuously record conditions around the islands, weather balloons measure the atmosphere above Cayman, satellites allow forecasters to watch systems developing across huge areas of the Atlantic and Caribbean, and computer models process vast amounts of meteorological data to simulate how the atmosphere may behave.

In East End sits one of the most visible symbols of that change: the Kearney Gomez Doppler Weather Radar. The radar substantially increased Cayman's ability to examine rainfall and weather systems around the islands and formed part of a wider Caribbean network intended to close gaps in regional weather surveillance. It also changed the level of detail available to forecasters as potentially dangerous weather approached.

Tibbetts explained the relationship between radar and satellite technology when a hardware failure temporarily took the radar offline in 2023.

"The radar helps us monitor meteorological conditions as far as Jamaica, and is helpful for providing small-scale predictions. For tracking storms further afield, we use the Cayman Islands Government's GOES-R satellite system," he said.

It is a snapshot of modern forecasting: no single instrument provides the answer. Radar, satellites, observations, weather balloons and computer models provide different pieces of information, while the meteorologist still has to interpret them and decide what they mean for Cayman.

The technology itself does not stand still. By late 2025, the Doppler radar was undergoing a comprehensive modernisation, replacing ageing components and improving detection and data accuracy while extending its expected operational life.

For someone who began his career before Cayman had such a radar, Tibbetts remained in the job long enough to see the technology introduced, become an everyday forecasting tool and then require a new generation of upgrades.

Forecasting what a storm will do

Another fundamental change has been in what meteorologists are expected to predict. Knowing where a hurricane is going remains critical, but increasingly forecasters and emergency managers want to know what that hurricane is likely to do when it arrives. That has driven greater emphasis on impact-based forecasting, including flooding and storm surge.

In 2025, Cayman began evaluating advanced storm-surge mapping technology capable of modelling different scenarios according to factors including a hurricane's strength, forward speed, angle of approach and the state of the tide.

"We are committed to using the latest scientific advances to keep residents and visitors safe," Tibbetts said. "Storm surge and flooding are some of the most serious hazards we face during hurricanes, and new forecasting tools like this can truly transform our preparedness."

Meteorologist Shamal Clarke described how that translates into a forecast.

"This model lets us examine different storm surge scenarios based on a storm's angle, category, forward speed, and tide," Clarke said. "The more detail we have, the better we can communicate risk and give clear recommendations for areas that are most vulnerable."

It represents an important shift. The question is no longer simply whether a hurricane will pass near Cayman or how strong its winds may be. Increasingly sophisticated modelling can help emergency planners assess which places could flood, where the greatest risks may be and what action might be required.

From the forecast office to people's phones

The way weather information reaches Cayman has changed almost as much as the science behind it. Early in Tibbetts' career, forecasts travelled largely through aviation, government and traditional broadcast channels. Today, residents expect observations, forecasts, warnings, radar and satellite imagery almost instantly.

An upgraded weather website launched this year expanded access to real-time observations and warnings, with clearer explanations of alert levels and more detailed information from weather stations across the islands.

"This website transforms how we share critical weather information with the public," Tibbetts said. "Improved access to real-time data, clearer warnings and soon, richer marine forecasting will sharpen our collective ability to prepare, plan and build resilience across the Cayman Islands."

The change means the weather service is no longer simply producing a forecast at set points during the day. It is increasingly part of a continuous flow of information between forecasters, emergency managers, government, businesses and the public.

Building the next generation

Technology is only part of the organisation Tibbetts leaves behind. The other part is its people. Powery, who has worked under Tibbetts as chief meteorologist and will now succeed him, said his outgoing boss placed particular importance on preparing younger meteorologists for the future.

"His vision, guidance and unwavering commitment have laid a strong foundation for the future," Powery said.

Cabinet Secretary Samuel Rose said Tibbetts' influence had extended across the regional meteorological community.

"Director General John Tibbetts' 41 years of public service bear testament to his unwavering commitment to the people of the Cayman Islands and to the highest standards of the Civil Service," Rose said. "He successfully developed a team that is recognised and respected throughout the Caribbean."

Premier André Ebanks MP said the impact went beyond the weather service itself.

"John Tibbetts' contribution to the Cayman Islands extends far beyond the National Weather Service," he said. "For more than four decades, he has helped strengthen our national resilience, modernise our weather services and ensure generations of Caymanians have benefited from accurate, timely and trusted weather information."

One final transition

Tibbetts leaves with the transformation still unfinished. The Weather Service is working towards continuous 24-hour observation and forecasting, supported by additional staff and technology, while a new headquarters is expected to be completed later this year.

That makes his retirement another transition in a career filled with them.

"As I prepare for retirement, I do so with immense pride in what we have achieved together and every confidence that the Service will continue to grow, innovate and serve the people of the Cayman Islands for many years to come," Tibbetts said.

Powery will initially assume the title of director general designate before his appointment as director general takes effect on 1 September.
